Issei!
Neku doesn't know too much about him, but he thinks he's a pretty okay guy. Not as shifty as he thought the people of the community would be XD; Issei seems to know something about 'the composer' though and that puts him on the watch. over all, Issei gets a 'whatever' from Neku, which is better than a 'eff off' >_>
