It's something that could be possible, given she's in her best years of mental stability right now. This one is all talking short-term, though, because I doubt they could ever last long-term; there would be a lot of problems they could encounter, the most significant of which being that she is a nation and thus near-immortal, and her nation status would also mean she's dedicated to her country and her people over anything, and her mental and physical state would be constantly changing due to international relations/war/etc. It's very complicated for a human to be in a relationship with a young and changing nation, naturally.

Beyond that, Issei is kind and loving and caring, which is something that Belarus needs and did not often have. He'd probably give her a fair view of the world, both good sides and bad. They're both very loyal, so that would be one of the greatest strengths of their relationship. (There might still be a little yandere still stuck in her mind on her behalf, but nothing so serious that he couldn't tolerate it.) They're both intelligent and often peaceful people, so I can imagine that being a good bonding point for them. It would be a bit of an awkward relationship sometimes, but it wouldn't be bad.

I definitely can't see it ever happening, but if it did, the relationship would be painfully professional. They're both reserved, refined and formal, so really, they would seem more like business partners than an actual couple. Her harsh bluntness would clash with his easily embarrassed nature. Again, they would have intelligence to bond over, and I can picture that she would very much enjoy his music, and they are both quiet individuals - so it would be a peaceful relationship, but it would be very much lacking in life and energy. There'd really be no passion to speak of, there. It would be more like they're satisfied, bordering on content. There are no complaints to speak of about the relationship, but there... wouldn't be much else to speak of, either.

A-ahaha they would kill each other. N-no, I don't think this one would ever work. They couldn't even stand to live in each others' houses for like. A decade. Their personalities clash horribly, Romano probably still has something against him for defeating his country and separating Veneziano from him for so long, and he's also at least a little bit terrified of him. Romano needs cheerful, energetic people to balance out his cynicism and his cripplingly low self-esteem and his shyness; Austria is critical and socially awkward and only rarely gentle. They're just so incompatible it's laughable.

... Also Spain would just steal Romano back lmfao. Or Romano would go running back to Spain.
