Well, the original idea was just body swap, not power swap so up to you whether he has the magic - though much comes from the wand, if it goes with the body.

Yes, that's why I'd have to twig it out. If he doesn't really believe the whole magic thing, he'd just leave it be but I think he'd have to since Cosmo has to hide all the time from the Turner's and everyone else.
