Death likes Azula. (Shocker!) She doesn't want Azula to hurt as much as she does, but knows she can't help. It's a self-imposed limitation from knowing that the universe is supposed to work the way it does, so Death will just settle for being as kind to Azula as Azula will allow.
Togusa..."like" is probably too strong a word, but he's tolerant of her. As far as he can tell, she's from a hellish upbringing, so he feels sorry for her, and he's super-protective of children. He's also really unimpressed with community members arguing with her like she's an adult, because she's a 16 year-old kid, even if she thinks differently.
As a result, his usual easy-going nature is amplified when talking with her. His ego isn't at stake when dealing with teenagers, and he's trained to deal with abrasive personalities; Japanese police are largely community liaisons, and he was a regular cop before joining Section 9.
So, he's basically immune to Azula and will continue to treat her courteously as long as she doesn't rise from "rude" to "abusive."
