This is pretty simple: ask questions IC or OOC, and get answers IC or OOC (feel free to break the fourth wall, too; that is, you can ask a character as a question as a player). The questions can be about absolutely anything at all, from where a character's username came from to who their best friend is to what they had for breakfast this morning. Issei likes Birkin's sweetness. Birkin treated him kindly, and that was what made him change his opinion from 'you were a jerk to my friend, gtfo' to 'you're my friend'. He also values Birkin's loyalty, being a highly loyal person himself.

He knows and acknowledges that Birkin is not what you would call a good person, and he knows people are dead because of him. He has accepted this, and mainly continues on liking Birkin for his good points and disliking his bad points. It's like he told Tyki: as long as that side of you that he likes is real and not faked, he can continue to like you and be friends with you. It's why he doesn't like Adachi, because his good side is 99% fake.

Plus, sometimes it's nice to be able to threaten people with your friend the mass murderer, you know?
