With all this ruckus going on, I think we need to thinking about our CHARACTER RELATIONSHIPS.

KASUMI LOVES HER LITTLE SISTER TO DEATH. SHE'S SO CUTE AND SWEET BUT SHE GETS HER SELF INTO TROUBLE SO BAM WORRYING. KASUMI TOTALLY LOVES FERIO AND THINKS THEY'RE LIKE THE CUTEST THING EVER. HOPEFULLY HE'LL KEEP HER OUT OF TROUBLE!

And for the tl;dr!
Ys is... kind of happy to be back and seeing her again; not that he would admit this. Rain has once again become his focus without Fuu around, provided by his whole tied-to-humanity-by-blond-nice-people complex. If you remember, though, Rain isn't exactly able to talk to him. Having Fuu, his second choice, in his face about every little thing after all the silence is disheartening to say the least. It's making him feel defensive.

Thing is, he doesn't want Fuu to become his focal point again. He has had a whole year to mull over exactly what he has done to her and her friends. He doesn't feel guilty, exactly. It's more that... he'd wasted his time with her when he had someone whose focus was on him so close this whole time. Ys is jealous by nature, due to his fear of being left alone. Fuu was suddenly yanked from his life just as they were developing something less harsh than there had been between them before. To see her again so suddenly has thrown him off guard. He's established a plan for his world and for Rain... Fuu was not a part of that equation.

He just wants her to leave him alone- he tried to pretend like everything had just returned to the way it was when they'd first met, but that wasn't the actual case. He has things going on in his world that her interference would damage. He's not going to come after her, or her friends, because his attention is on Rain and his friends. It will take more than just her new heavy handed displays for him to shift his focus to her again (especially when she's said that Ferio is her Most Important Person).

Don't be afraid if he starts ignoring her again. That's his all-or-nothing plan.
