Karakael would be a Muggle-born orphan from Venice with vicious scars on his face and a specialty in transformation magic. Given that tendency, his familiar being a chameleon makes sense, as does his constant use of cosmetic magic. He would have been a scholarship student placed in Slytherin - not an easy combination, given his lack of heritage in magic, and so he went to a great expense to conceal his origins. He succeeded enough to be accepted as prefect his final year, and went on to join the ministry through the political side. He represented his native country, but eventually resigned in disgrace when his lowly birth was revealed and his Dark backing evaporated. He is a surprisingly good orator, but was known to be decietful in politics and was accused often of spying and laying false rumors. Most considered his resignation an appropriate comeuppance.
He now teaches Charms and Transfiguration in a small school in Southeast Asia. He can be frightening as a professor and is always pushing his students further than they think they can go. His spells are flamboyant and creative, and he has a relatively profitable hobby of making spelled masks. The fact that many of his masks have no magic at all consistently shocks some of his students, but he is a great favorite among the Muggle-born students due to his background and familiarity with the Muggle world. Though he never spoke on the matter as a politician, fearing loosing popularity, he does support the controversial idea of ending the Masquerade, and finds living in the more spiritually open East refreshing.
Originally he used an Elm wand, but after his fall he switched to the more comfortable Pine. Similarly, the length changed when he had less to hide and fewer goals; shortening from 13 to 11 inches. The extreme flexibility and dragon heart-string core remained the same, however, as does his nebulous character.
