I generally assume that the characters in 00 speak some kind of Global English, because news tickertape, Veda reports, emails, webpages, posters and generally everything, regardless of the source country, is in English.
additionally the lingua franca for air communications is English (hence I HAVE CONTROL), and considering most of the battle in 00 is in flying mobile suits, then English would be the logical choice. :|9

Tieria can speak quite a few of them: English, obviously, German, Dutch, grammatically-incorrect-due-to-overpoliteness-Japanese, and both Classical and Vedic Sanskrit. Due to the Sanskrit, he could probably make a decent hash at other Indo-European languages. He's obscenely quick to learn other languages too, but hasn't really bothered so far because it would just take up space in his mind that could be used for more important things.
If you ever wanted to examine the coding he uses for programming, you'd notice it's heavily written in complex Computational Sanskrit.
Regene is much the same, except he has no use for Dutch. He has, however, dabbled in French for shits and giggles. Both Tieria and Regene's accents are curiously unplaceable. They generally reflect where they are and who they're talking to.
Shiro speaks Japanese, English, the neutral and gutter-class demon languages, and Cat. He knows a few high-class demonic phrases, mostly used for spell casting, and knows enough blood runes to teleport.
Reverie speaks Japanese, and English, French, German, Spanish, Italian and Chinese to a level of tourist conversation. Essentially, what you'd expect from your usual range of tour information.
