i am in the mood for lots of tl;dr today!!
Have you ever wondered what it might be like if two characters got into a romantic relationship together? Would it work, or would it fall apart within the first month? Do you think they could be happy together in a long relationship, or would they ditch each other immediately after the fun was had? Well, here's your chance to think about it and find out what others think with some delicious TL;DR on the various hypothetical relationships, plausible or not.

I can't speak for how Issei would act, but if he's feeling manipulative, Greed responds strongly to blunt, straightforward statements like "but xyz hurts me and makes me sad." So, physically it might never happen, but Issei's probably sharp enough to be the emotional top easily, just as long as he doesn't try to interfere with Greed's line of work... which I suspect he might have issue with, but Greed's willing to never talk about it if Issei is! Unless they got into a big fight, in which case he'd play up the "you're screwing a murderous criminal thief and you know it, so get off your high horse!" card, but by that points they're surely already headed to a breakup.

Issei would also have to deal with Greed's ho-me-phobia phobia. Expect him to heatedly deny being anything but perfectly openly bisexual while freezing and twitching like some skipping record when it comes time to start anything. After the start up, he'll be good to go but I suspect Issei would get annoyed when, six weeks into things, Greed still breaks into a sweat at the prospect of giving a hand job. But Issei would finally have something to harass Greed about!

On Greed's end, he'd like her a lot once he found out she's actually quite resilient and sharp enough to play with. She's smart in more ways than one and since she's not in school (and for this scenario, apparently NOT going to live in Cephiro with Ferio) he'd take an interest in finding something she really wants to do; he likes putting things and people to good use, whether it's for him or just in general, since he likes industry. He likes them smart, he likes them devious; he's straightforward, but when it comes to emotions she's certainly more so he'd probably be weak to her. He can't bring himself to play as hard with girls even in non-physical areas, so he might be outclassed if she's TOO sweet. Might remind him of Dante without the pure unadulterated selfish evil.
In short: Greed might fall for her but it'd be one sided, and he's been in that mess before, so after a bit of pinning he'd probably decide he's not interested. Only he's greedy so he would be, even while knowing it's a bad idea. And nothing would come of it.

Greed doesn't have any real problem with cops or law enforcement as long as they don't have a problem with him, however. He'd specifically try to avoid any talk of what he does just to avoid making Ryo suffer any values dissonance.
Ryo's easy to tease and can tease back well. Greed likes him enough, so he wouldn't be against knowing him more. Ryo's also not a pushover, but knows how to compromise, which would be quite healthy with Greed and appeal to his reasonable side, rather than Greed being an overbearing dick or both butting heads constantly. He's not prone to spontaneous flirting with men, so it might be up to Ryo or a virus or a ridiculous circumstance to start anything romantic. In fact, Greed's actually a bit skittish about sleeping with men, so both of them trying to start anything would be interesting. After the initial stages, it'd probably go quite smoothly!

One of Greed's problems with their existing relationship is that he doesn't like being too personal or chatty with the people he has sex with. Once Greed works through that, there's his ho-me-phobia. That might be a fun point to heckle him with for a while but I suspect Klavier would get legitimately exasperated when several weeks into things, Greed's kinky, messy, and into it by the end of Saturday night and come Tuesday evening he's approaching basic kissing like it's unified theory again. It's surely hard not to take personally, especially if it's supposedly more than sex. If Greed really got attached, he'd eventually offer a near full repertoire of services. As for his ass, Greed's not giving that up unless death is at his door telling him he has half an hour. It's the principle now; to spread is to admit total defeat! I don't think they would even need to discuss that it's an open bedroom relationship. Which is good because Greed's communication skills leave something to be desired.
Both have pride that would probably keep them from being too direct in discussing anything of real importance. Anything outlined would be approached like game rules, which, competitive as they are, would mean toeing boundaries just to do it. Both love sex. Neither seems very prone to jealousy. Both are egotistical enough to take a backhanded compliment. Greed can be surprisingly supportive of other people's goals according to Dream Carnival so while I don't think he possesses any talents that would serve Klavier in his endeavors, he'd be decent if distant moral support... Not that someone with his confidence needs it. Unless Klavier starts hitting back, any official declaration of a relationship would mean the end of being able to punch him, as Klavier would quite solidly enter yet another "female" domain. I play a domestically abusive sexist pig. As for the criminal bit a debate over it might not go too badly, but he'll never be the one to bring it up; he'd blithely agree what he does is wrong, he just doesn't care. He wants to mess with Klavier not hurt him, so he'd avoid a philosophical inconsistency so potentially close to the heart. If it came down to getting an honest life or breaking up it'd be over, but he'd be happy to simply never mention it.
Greed's already protective of him on a mental and physical level, so it'd become a lot easier for him if he could just declare "mine!" as a justification for that to himself.
So I assume. I should point out I do not own a DS and all of my PW/AJ/Klavier knowledge is either from playing with you/others from the series, handling translation requests related to the series, the occasional Youtube link, or having drunkards tell me random snippets, so you get a Greed-sided spin on this trainwreck of a love affair.

The problem would be going romantic. Any sort of personal buddy-buddy relationship should stay the hell out of his bedroom. This goes for males and females, and Otacon is a male to boot! Greed has cock phobia and Otacon will probably scare the bloody hell out of him with nothing more than 30 minutes and Google, producing Greed porn. The most prolific circle that does Greed porn has him as a wide-eyed bottom to Kimblee. But perhaps by that point Greed's defenses will have been lowered enough to bend Otacon over for a good hard frustration "fuck you, I am a TOP!" round of sex. After he crawls out from under the fourth wall Otacon attacked him with, he'd probably be exasperated with his geeky hobbies and just wouldn't get Gundams. But if Otacon is into Hot Blooded type series like Ashita no Joe or some such, Greed could get into it. Greed would probably have no problems cosplaying as Snake for him, just, damn it, put the god damned doujinshi down! He LIVES with Kimblee, He has to look him in the eye and talk to him normally tomorrow! Uhg. Time for another frustration fuck, bend over!
The fact that Otacon could Google every piece of canon information about him would bug the hell out of him but he's rather trusting until crossed once, so a little light ego stroking would have him friendly enough in most cases. Greed likes compliments and generally being "the man" and awesome, so the fanboy aspect would make him quite agreeable in general. He'd probably view him like Biddo, a good reliable info source, likable, useful, a little on the weak side so keep out of any fire fight, something worth protecting.
The minute he leaks any not-so-secret information out to anyone else or even directs them to where they could find out themselves, Greed would be shoving every brick of that fourth wall up his rear end until they're coming out of his mouth, however. And then the game hero will have to come fight with him. And will, courtesy of Otacon, have his weakness. If Greed is lucky, he will at least be a final boss and not some miniboss. Or maybe one of those hidden bosses at the end of some hidden dungeon that's about a hundred times harder than the final boss ever dreamed of being. If Otacon really ever loved him, he'd try to at least set it up like that.
If not, he's still doomed to his anime canon level boss fate.
