I-I think about this way too much. Issei would be in a bunch of people's (Archer, Shirou, Haruto) harems, except that they don't really have harems. Which makes him like... a concubine to a bunch of people. Or something. IDK.

But he's definitely in Hakuba's harem, and probably the straight portion of Karen's harem if she has one. And unwillingly, he's a part of Akako's, of course. Oh, and if Kid ever gets a harem he'll sign up, but I get the feeling Kid wouldn't really let him in.

Karen's harem is so big it had to be spit into two lists. They're called "Taken Characters #-M" and "Taken Characters N-Z."

Barring that, Karen's harem includes, but is not limited to: Kaito, Aoko, Azula, Issei, Haruhi, Tamaki, Yukiko, Mariya, all of the magical girls (yes, even the ones she's barely even met, sorry but that's just how it works), I think she can technically claim Setsuna now, Mitsuru, Asuka (even though she'll deny it), Ema, Reverie, Nill, and Giro.
